Telford & Wrekin Division Divisional Policing Plan 2008/09
In 2008/09 we aim to consolidate the good performance of the previous years. In particular, we will continue to focus on reducing alcohol-fuelled anti-social behaviour and violent crime so as to make the area a safer place at night time. We will aim to listen carefully to local communities and provide a style of policing that suits their needs, tackling local issues of concern and aiming to improve their satisfaction with the service they receive. With partners, we will continue to work closely with persistent offenders to help them break their cycle of offending knowing that they as a small group commit a disproportionate amount of crime in our community.

I have been in this position since June 2007 and I have been working closely with Chief Superintendent Robinson on various issues, one of which is developing joint consultation and community engagement arrangements with our partners. During the year, new style public events will be introduced. These events will provide the opportunity for local people to meet their Divisional Commander, Local Police Authority Members and our Partners, to find out about local services and to give their views. Community consultation should be at the heart of our local policing. I believe in the local community having an influence on local policing and that's what we are endeavouring to improve here in Telford and Wrekin Division.

Local Area Agreement
The Community Strategy for the Borough of Telford & Wrekin seeks to improve the overall quality of life in the Borough, both now and in the future. It identifies six Community priorities, based on the key priorities and outcomes identified through the development and negotiation of our Local Area and Public Service Agreements with Government.
These are:
- Transforming Telford & Wrekin
- Children and Young People
- A Sustainable and Quality Environment
- Safe, Strong and Cohesive Community
- Healthier Communities and Vulnerable People
- Local Economy and Skills
We will use a range of indicators and measures to assess progress towards achieving the Partnership's Community Priorities and the Local Area Agreement will be the vehicle for achieving success.
Whilst Telford Police will support activity in all Community Priorities, we will be particularly active in the Safe, Strong and Cohesive Community priority where we will work with partners to:
- Reduce overall violent crime but with particular emphasis on alcohol related violent crime, so as to improve the safety of our night time economy, reduce alcohol abuse and the impact that such abuse has on individuals, their families and the local community.
- Reduce domestic violence with particular emphasis on repeat offending so as to protect the most vulnerable victims through swift intervention, positive action and prosecution of offenders through Special Domestic Violence Courts.
- Reduce adult re-offending by focusing on the most prolific and persistent offenders (PPO's). They are often driven to crime by a high dependency on drugs and continue to require an effective Partnership approach to reduce their dependency and thereby drive down acquisitive crime.
- Reduce youth offending by focusing on the most prolific and persistent young offenders (PYO's) so that through Partnership intervention they are prevented from developing into adult persistent offenders.
- Reduce anti-social behaviour and criminal damage so as to improve the quality of life for local communities and improve satisfaction in policing services.
- Improve the overall feeling of satisfaction with local communities through better engagement at a local policing level and giving communities a greater influence over Local Policing.
- Improve community cohesion by ensuring that race and hate crimes are rigorously investigated and offenders prosecuted.
These issues are at the heart of policing in Telford and we will strive for continued improvements.
Tackling Crime | Promoting Community Safety |
| Police priorities - Continue to make progress on serious acquisitive crime (burglary, robbery, and vehicle crime), with a particular emphasis upon burglary of people's homes and ‘distraction' offences that target vulnerable victims.
- Increase our effectiveness in depriving criminals access to the proceeds of their crime through ensuring a focus on asset recovery work and the use of Proceeds of Crime Act (POCA) legislation
- Work with partner agencies in the criminal justice system to reduce re-offending through the improved management of offenders, particularly prolific offenders.
- Build upon recent successes in pursuing simple, speedy, summary and efficient criminal justice processes in non-complex cases.
- Continue to reduce violent crime and increase detections in our division
- Enhance and improve our service to witnesses and victims of crime
- Greater support to domestic abuse victims through Multi Agency Risk Assessment Conferences (MARAC), Domestic Abuse Courts and the new MARAC co-ordinator
- Work with partners to jointly tackle alcohol fuelled violent crime, particularly when it occurs at night time
- Improve the early investigation of violent and hate crimes to ensure the best evidence is obtained and a high standard of service is provided to witnesses and victims
- Continue to provide thorough investigations into allegations of serious sexual assaults
| Police priorities - Take an active lead in delivering nationally accredited domestic abuse training to front line staff and partners
- Proactively work with our partners to ensure vulnerable children and young people stay safe
- Introduction of two additional Community Support Officers posts in school liaison roles specifically to provide better engagement with local youths
- Provide with our partners an effective response to incidents of anti-social behaviour and disorder which meets local needs
- Better engage local communities particularly young people at neighbourhood level and address issues of concern through the active involvement of Local Policing Teams
- Work with our partners to reduce the impact of drug and alcohol misuse
- Help to research and formulate Local Area Agreements which ensure that community safety issues are given sufficient priority in partnership planning

Improving Satisfaction & Confidence | Protecting the Public |
Police Priorities - Work with our partner agencies to build public confidence in the Criminal Justice System in the Telford area
- Through our Public Relations Manager, communicate our successes and undertake public awareness campaigns to provide reassurance to local communities, especially visible minorities
- Ensure the local community has a better understanding of the new Police Complaints process, the role of the Independent Police Complaints Commission and have the confidence to raise complaints.
- Build on key learning points from the Independent Police Complaints Commission feedback and local complaints procedures so that lessons are effectively fed back into operational policing
- Fully comply with the requirements of the Victims Code and keep people informed on the progress of their case
- Ensure that the services of Victim Support are offered to all appropriate victims
- Through the Constabulary's website, local partners and the media we will provide information about how local police officers and Community Support Officers are addressing local issues and encourage the community to influence local police activity
- Develop a new mechanism for joint community engagement to build upon the success of Police Community Consultative Group meetings
- Respond to feedback from our public satisfaction telephone surveys and seek continuous improvement in policing services
| Police Priorities - With the help of Force resources gain intelligence and evidence to tackle travelling criminals and organised crime groups
- With the help of Force resources disrupt the availability and supply of illegal drugs in our community
- Work with communities to build a "rich picture" of local intelligence that helps to protect the public against terrorist attack and intervenes in the illegal activities of extremists
- Develop a strategy to address re-victimisation of victims of crime.
- Use Multi-Agency Public Protection Arrangements (MAPPA) and existing legislation to actively manage sex offenders and other potentially dangerous offenders
- Work with our partners to reduce road casualties by providing specialist roads policing and the use of targeted enforcement and education campaigns within the Telford area
