North Worcestershire Divisional Policing Plan 2008/09

In 2008/2009 we will focus on improving the quality of service we provide to victims and witnesses of crime and on improving the level of public confidence. We will work with partners and the other criminal justice agencies to maximise opportunities for reducing and detecting crime and bringing offenders to justice. We will maintain our partnership approach to anti-social behaviour and commitment to local policing. The ongoing training, development and nurturing of front line and specialist staff this year will provide an investment for the future.

The partnership between the Police Authority, Constabulary and our partners is building an increasingly effective and efficient Police service and a safer community. This involves consultation across the whole community through community involvement, PACT (Partners and Communities Together), PMG’s (Policing Matters Groups) and partner agencies.

Our Ambition for the North Worcestershire Division

We want North Worcestershire to be a Division where high quality, successful police work is carried out by well trained, healthy, enthusiastic staff, among whom morale is high and there is team spirit within units and across departments. We are working to ensure there is a high level of public satisfaction with the service provided, confidence in the responsiveness and competence of the local police, and the fear of crime is proportionate to the risk. We want the Division to be as near as possible to full strength, well equipped and working from appropriate, well maintained accommodation. It will be resilient to cater for its own needs and meet Force requirements. Internal audit and self-inspection arrangements are in place. The Division intends to be well led by thoughtful, empowered and decisive supervisors and managers. In summary: Quality, Satisfaction, well Equipped and well Led.

North Worcestershire Division

The Division covers the three Local District Authorities of Bromsgrove, Redditch and Wyre Forest. This is a diverse geographical area with many new and emerging communities within our multi cultural society. We have three larger principle police stations at Bromsgrove, Redditch and Kidderminster, which is also the Divisional Headquarters; four smaller out-stations at Hagley, Rubery, Wythall, Stourport and a number of other small local bases. The Division has a range of local, 24-hour response and specialist teams responding to the wide and varied community needs supported by administrative and other support.

Local Policing

During the next 12 months we intend to build on our Local Policing arrangements to contribute towards improvements in the safety and quality of life for those communities living and spending time in the areas of Bromsgrove, Redditch and Wyre Forest. We are committed to the concept of local policing with identified named Local Policing Officers and Police Community Support Officers for each of our 30 Local Policing Areas in the Division. Various community engagement activities are undertaken including regular Partners and Community Together (PACT) meetings to identify local community issues.

Crime and Disorder Reduction Partnerships

At present there are three Crime & Disorder Reduction Partnerships (CDRPs) within North Worcestershire, covering the respective Local Authority Areas. There is a proposal that they consider merging to create a North Worcestershire CDRP. We support this proposal and we are working with partners in its development.

Local Area Agreement (LAA)

The Worcestershire LAA sets out the strategic priorities for Worcestershire and is managed by the Worcestershire Strategic Partnership. North Worcestershire Division fully contributes to the LAA, working with its partners though County level Partnership arrangements and the Local Strategic Partnerships within our three Districts, engaging with their needs and plans, to address issues and concerns identified by the local communities.

Staffing Levels, Training and Facilities

We will strive to provide a resilient service deploying the right staff in the right place at the right time with the right skills and equipment and working from appropriate, well-maintained accommodation. As a Division we are committed to providing training and development activities to develop knowledge and skills. This year will see a regular programme of refresher training for key front line and specialist staff.

Improving Satisfaction and Confidence Tackling Crime

Police Priorities

  • Commission a programme of work to deliver initiatives aimed at improving the level of public confidence and satisfaction in the police.
    This is likely to include:
  • Identifying and developing communication methods to reach new and existing audiences
  • Developing our people to improve customer satisfaction Monitoring and responding to feedback promptly
  • Developing an internal and external communications strategy
  • Development of an annual local policing engagement and consultation plan

Partnership Priorities

  • Support the implementation of the Redditch Community Safety Partnership’s communication strategy and action plan (Redditch)
  • Target identified areas where the fear of crime is disproportionate to reality and work proactively through the media to help reduce the fear of crime (Bromsgrove)
  • Attendance of local policing team officers at community events (Wyre Forest)

Police Priorities

  • Continued investment and development of staff engaged in specialist crime investigations.
  • Effective deployment of staff to address serious and acquisitive crime, including hate crime and domestic abuse.
  • Identify detection opportunities through utilising the full range of Divisional resources and other specialist staff.
  • Closer monitoring and quality assurance of investigative plans and file submissions to increase the number of offences and offenders brought to justice.
  • Quality assurance of contact plans for victims of crime to increase confidence and satisfaction.

Partnership Priorities

  • Work with partners to achieve the Local Public Service Agreement targets for vehicle crime, domestic burglary and criminal damage (Wyre Forest and Redditch)
  • Target alcohol related youth crime and achieve a reduction in the levels of recorded graffiti (Bromsgrove)
Promoting Community Safety Protecting the Public

Police Priorities

  • Continue to maintain and further develop the Partners and Communities Together (PACT) community engagement process and to embrace new and emerging communities.
  • Effective use of PACT and problem solving strategies to identify, address and respond to local issues and community concerns.
  • Continued contribution and commitment to the Crime and Disorder Reduction Partnerships and tasking processes.
  • Appropriate targeting of resources to anti-social behaviour hotspots.
  • Ensure local policing teams are resilient and appropriately trained.

Partnership Priorities

  • Develop diversionary activities to challenge anti-social behaviour and substance misuse (Wyre Forest)
  • Support the partnership tasking process in identifying hotspots areas and tackle the associated anti-social behaviour and crime issues (Redditch)
  • Target anti-social behaviour through the CDRP process to increase diversionary activities (Bromsgrove)

Police Priorities

  • Continue to give high priority to the investigation of ? Maximise the use of Automatic Number Plate Recognition system and other national information technologies to target criminals travelling through or operating in the area.
  • Work with, share intelligence and develop joint initiatives where appropriate across Divisional boundaries.
  • Develop our critical incident response facilities and contingency plans through a robust programme of training and exercising.
  • Maintain a resilient public protection unit, which will focus on family protection, domestic violence, hate crime and potentially dangerous offenders.
  • Support the force, regional and national road safety campaigns and develop a local programme of complementary initiatives to improve road safety and target offenders.

Partnership Priorities

  • Integrate road safety within the transport policy to include speeding, use of seat belts and mobile phones (Bromsgrove)
  • Work with partners to introduce a family intervention project (Wyre Forest)
  • Work with the Redditch Community Safety Partnership in developing Redditch’s first Domestic Abuse Sanctuary Scheme (Redditch)
