Shropshire Division Divisional Policing Plan 2008/09

The Shropshire Divisional Policing Plan sets out our aims for the coming year. Together with Partners, volunteers and the community we are determined to maintain a low crime rate in the county. This plan helps us to focus on our priority areas of tackling crime, promoting community safety, improving satisfaction and confidence and protecting the public.

I commend the 2008/09 Shropshire Divisional Policing Plan which aims to reduce all criminal activities in an already low crime area. This will be done by working with our close partners, volunteers and the public, making more efficient use of resources and use of technology. The plan also aims to reassure the public that our safe streets really are safe.

Crime & Disorder Reduction Partnership (CDRP)

The Safer Shropshire Partnership continues to co-ordinate the 5 CDRPs across the county. Public Service Agreement (PSA)1, required partners to achieve a 14% reduction in crime over three years, and it comes to an end in April 2008. Projections indicate that this target will be achieved.

2008 is the first year in which CDRPs are required to produce a Strategic Assessment, setting out a twelve month ‘control strategy’ for partners to address identified strategic priorities. The Strategic Assessment will be effective from 1st April 2008, and will be supported by a 3 year Partnership Plan and Community Safety Agreement to further reduce crime and anti-social behaviour. This work is being led in Shropshire by Shropshire County Council Safer Communities Team on behalf of the Safer Shropshire Partnership. The Partnership has agreed that there will be one Strategic Assessment for Shropshire, which will contain separate chapters for each CDRP area.

The Safer Shropshire Partnership focuses on priorities to reduce crime and anti-social behaviour, targeting offenders, hotspot locations and supporting victims. During 2007 it launched the Crime and Disorder Data Information Exchange (CADDIE), a web-based system providing accessible information on crime statistics; anti-social behaviour; reported fires; and the work of the Safer Shropshire Partnership which can be found at www.caddie.shropshire.gov.uk (Note: this link is no longer available since the re-organisation of Shropshire into a unitary authority in 2009).

By working together with other individuals, organisations and agencies within the County, the Safer Shropshire Partnership plays a key role in focussing partner resources on addressing those things that are important to people who live, work and visit the County and importantly doing something about it.

Local Area Agreement (LAA)

The LAA in Shropshire is an agreement drawn up between the Local Authorities and partners on the one hand and Central Government on the other. It is an opportunity for both local and central government to improve service delivery and bring about greater efficiencies. More importantly, it provides opportunities for a greater partnership focus on priorities. Increased capacity arising from the LAA will greatly benefit communities in the County and help to bring about further improvements in the issues which affect people’s everyday lives. Shropshire’s first LAA has included priorities, actions and resources to reduce crime and fear of crime and anti-social behaviour; reduce criminal damage; reduce the harm caused by illegal drugs; increase community engagement in community safety; and improve criminal justice services relating to domestic violence.

Local Area Agreements 2008/09

In 2008, Shropshire will be developing its second Local Area Agreement (LAA). Targets for improvement will be based on local data and community priorities. Negotiations will be followed by implementation in June/July 2008.

An extensive evidence base has been prepared which will inform the next round of LAA's. The new Shropshire Strategic Assessment will play a key part in identifying priorities which should emerge in the new LAA.

The 2008-09 priorities

The priorities set out below are aimed at tackling the most important issues for local communities and also delivering the ambition for West Mercia.

Improving Satisfaction and Confidence Tackling Crime
  • Getting news to the public to bolster community confidence.
  • Ensuring accurate and consistent publication of crime performance figures in the local areas.
    Continuing to develop our understanding of ‘citizen focus’ for Shropshire.
  • Providing feedback to both victims and witnesses.
  • Providing greater links to minority groups and other vulnerable groups throughout Shropshire.
    Continuing to deploy Police Officers, Community Support Officers and Special Constabulary to reassure the public.
  • Improving our services and responding to feedback from customer surveys.
    Increasing the reporting of Hate Crime.
  • Increasing the reporting of Domestic Violence.
  • Targeting the work of all police staff/volunteers towards the 4 Better Outcomes.
  • Embed Local Policing (Neighbourhood Policing) in Shropshire.
  • Working with partners to increase, in hotspot areas, the % of residents and young people surveyed who say they feel ‘fairly safe’ or ‘very safe’ during the day and after dark within their local area.
  • Working with partners to increase community involvement in community safety, including participation in the PACT arrangements.
  • Continue to develop the CADDIE information sharing system for public access to information.
  • Improving criminal justice services relating to Domestic Abuse, in particular:
    - Multi-Agency Risk Assessment Conferences (MARAC) to improve the safety of victims of domestic violence and
    - Implementation of the Specialist Domestic Abuse court programme.
  • Promoting the use of Watch Schemes.
  • Reduction of Domestic Abuse repeat victimisation and increase the number of sanction detections.
  • Working to increase the number of successful Offences Brought to Justice incorporating full file quality and timeliness.
  • Maximising every opportunity to detect crime.
  • Supporting partners such as Victim Support in their efforts to encourage victims to come forward.
  • Making even better use of the intelligence led approach of policing to reduce crime.
  • Making best use of our Forensic Services to assist in delivering Offences Brought to Justice.
  • Improving the investigative and evidence gathering abilities of Police Officers and Police Staff.
    Using stop/search powers to best effect.
  • Continuing to work within new licensing framework to reduce the incidents of alcohol related crime.
  • Pursuing a vigorous arrest and charge policy in incidents of domestic abuse.
  • Focussing on drug and alcohol misuse, burglary of homes, commercial and agricultural premises, violent crime, criminal damage, and theft of and from motor vehicles.
  • Working with all agencies to maximise the positive impact of the five Crime and Disorder Reduction Partnerships and other countywide partnerships such as the Drug and Alcohol Action Team and the Safer Shropshire Partnership in reducing crime and improving community safety.
  • Increasing use of multi agency tasking and operations.
  • Working with partners to tackle our persistent and prolific offenders, to prevent their reoffending.
  • Continuing to develop the role of the Hate Crime Officer to build confidence with our minority ethnic and other hard to reach communities.
Promoting Community Safety Protecting the Public
  • Targeting hotspots and repeat incidents through the use of intelligence led approach.
  • Exploring further communication strategies (eg CCN, Cop Cards, Open Days).
  • Using alternative funding streams to develop Partnership District Tasking.
  • Involving Local Police Officers in community solutions to anti-social behaviour.
  • Continued use of appropriate legislation e.g. Anti Social Behaviour (Section 30) order.
  • Working with partners to develop a co-ordinated, multi-agency approach to tackling anti-social behaviour in Shropshire, including the development of an anti-social behaviour "toolkit".
  • Working with partners from County to ward level to promote solutions that work. These will include Acceptable Behaviour Contracts, Anti Social Behaviour Orders, static and mobile CCTV, and targeted and visible patrols.
  • Promoting the Crime and Disorder Data Information Exchange (Caddie) website to local communities.
  • Working with partner agencies to develop, promote and distribute crime prevention messages and advice.
  • Working with partner agencies to implement and monitor the new licensing legislation, and contribute to the Shropshire Safer Nightlife Initiative.
  • Working in partnership with the Safety Camera Partnership to address problem hot spot sites in reducing the number of casualties and collisions on our roads.
  • Continuing to provide specialist support in tackling crime in the areas of Public Protection (PPU) including Hate Crime, Domestic Abuse and Child Protection.
  • Using targeting and enforcement campaigns to reduce road casualties.
  • Working in partnership with other agencies and emergency services to develop and improve our joint responses to local events and incidents.
  • Building on our strong partnership with Shropshire County Council to further develop engineering solutions to collision cluster sites
  • Continuing to work in partnership to target improved road safety to achieve or exceed the Governments target to reduce by 40% (based on the 1994-1998 average) the number of people killed or seriously injured by 2010
  • Working with local partners and communities to develop our increased understanding of local issues.
