South Worcestershire Division Divisional Policing Plan 2008/09
During the last year the concept of ‘Policing as a team’ has become a well-established and accepted principle within South Worcestershire.
Our aim during the coming year is to build on our successes and maintain the low levels of crime experienced by our residents, to ensure South Worcestershire continues to be a good place to live, work and visit.
Local Policing Teams are at the forefront of our community engagement process and I am determined to ensure we maintain a highly visible uniformed presence throughout the area. Uniformed staff, whether Constable or Support Officer, provide that essential reassurance to our communities, a professional approach and friendly face that is always there to turn to.

Residents of South Worcestershire have already started to see the benefits that the development of Local Policing has brought. We continue to fully support the work that is being done with partners to provide reassurance, reduce crime and further improve the quality of life within our communities. The Police Authority continues to work closely with the Constabulary at all levels and looks forward to another successful year in South Worcestershire.

Local Area Agreement (LAA)
The Worcestershire LAA is a three-year agreement that sets out the priorities for Worcestershire, and is managed by the Worcestershire Strategic Partnership. The agreement has six themes:
- Communities that are safe and feel safe
- A better environment for today and tomorrow
- Economic success that is shared by all
- Improved health and well-being
- Meeting the needs of children and young people
- Stronger communities
South Worcestershire Division works with its partners to resolve issues identified by the communities of Worcestershire.
The 2008-09 priorities
The priorities set out below are aimed at tackling the most important issues for local communities and also delivering the ambition for West Mercia.

| Policing priorities - Focus on acquisitive (burglary, robbery and vehicle crime) and violent crime associated with drug and/or alcohol abuse – (burglary, motor vehicle crime and violence).
- Co-ordinate activities against identified prolific and priority offenders (volume crime offenders) and thereby seek to reduce re-offending.
- Continue use an intelligence-led approach to prevention, enforcement and public reassurance activity, with a view to maintaining low levels of crime.
- Maximise the opportunity to detect crime by improving the evidence gathering skills of staff and the quality of investigations.
- Continue to focus on the quality of service provided to victims of crime and work with Crown Prosecution Service partners to present best possible evidence.
| Policing priorities - Develop our intelligence to target those individuals who threaten the quality of life of the communities of South Worcestershire.
- Tackle crime committed against our vulnerable communities by taking positive action against perpetrators whilst at the same time supporting victims, particularly victims of domestic violence, child abuse and hate crime.
- Continue to promote Local Policing Teams, the Partners and Communities Together approach (PACT), Neighbourhood Watch and the use of Crimestoppers to encourage active community engagement, with a view to identifying and dealing with local issues of concern
- Continue to operate our effective scheme to tackle anti-social behaviour, working with the South Worcestershire Community Safety Partnership and others with statutory responsibilities.
- Work in partnership with the licensing trade to positively tackle alcohol related crime and disorder
- Work with partners to identify hot spot areas most affected by anti-social behaviour, and target these together effectively
- Maintain the focus on diverting offenders away from anti-social behaviour and/or alcohol abuse, whilst supporting both victims and communities affected.

- Make it easier to contact us - Provide a professional and high quality service - Deal with your initial enquiry - Keep you informed - Ensure your voice counts - Deal with victims of crime in line with the Victims’ Code of Practice. - Continue to improve satisfaction levels in the quality of service we provide to victims and witnesses by being responsive to public satisfaction surveys and/or complaints
- Know and engage with our diverse communities to improve communication and understanding
Commit to policing South Worcestershire as a team and demonstrate our intention to have a visible presence within the community, through uniformed foot patrol, which positively reflects a strong professional image. | Policing priorities - Work in partnership with other agencies to focus on the protection of vulnerable people and the management of potentially dangerous offenders in the community
- Continue to give high priority to the investigation of major and organised crime, and together with our communities, effectively manage critical incidents
- Continue to use appropriate technology and an intelligence-led approach to deny criminals the use of the roads
- Continue to review and develop our ability to respond to naturally occurring events and spontaneous incidents of a critical nature, through effective contingency planning and work with partner agencies.
- Maintain the Division’s ability to respond to, and investigate serious road traffic collisions, linking in with our reassurance action plan to provide increased community reassurance and satisfaction
- Seek to improve driver behaviour through education and enforcement, demonstrate our continued commitment to the “Be skilled not killed” young driver training initiative and focus on factors related to the cause of accidents :
- Poor driving standards, particularly by young or inexperienced drivers - Use of mobile phones whilst driving - Failing to wear seatbelts - Driving at excess speed - Drink driving |
