South Worcestershire Superintendent Biography

Superintendent Steve Cullen

Steve's career began with West Mercia in 1992 when, after his initial training, he was posted to Redditch. Having completed his probationary period he joined the CID as a detective constable, before being promoted to the rank of sergeant in 1996. Steve adopted a number of uniform and detective roles as a sergeant, serving at Bromsgrove, Redditch and West Mercia's Headquarters at Hindlip, near Worcester. 

After promotion to detective inspector in 2001, Steve undertook responsibility for the Redditch and Bromsgrove intelligence and proactive functions, as well as being one of two divisional senior investigating officers (SIOs).

He was promoted to the rank of detective chief inspector in 2004 and assumed responsibility for all crime matters across the newly formed North Worcestershire Policing Division.  Steve completed the national SIO programme and played a lead role in a number of high profile murder and other serious crime investigations.   

Steve was promoted to superintendent in 2006 and adopted the role of Head of Operations for North Worcestershire. During this period he formed a Diversity Steering Group, representative of all the communities of North Worcestershire.

In early 2007, Steve was seconded to West Midlands Police to undertake a review into serious and organised crime. The review laid the foundation for much of the ongoing collaboration work with other forces in the West Midlands region.

Returning to West Mercia later that year Steve became Head of Performance, with responsibility for liaison with key stakeholders including West Mercia Police Authority, the Home Office, HMIC and the Audit Commission.

In late 2008 Steve became West Mercia's first Force Crime Manager, a brand new role, designed to assume strategic responsibility for criminal investigation across the whole of West Mercia. He also became one of West Mercia's Force SIOs, taking the lead on a number of major and serious crime investigations, including enquires into murder, human trafficking, sexual exploitation and kidnap and extortion. He is a highly experienced SIO, accredited to national standards.

In September 2010, Steve was delighted to accept his current posting as superintendent for South Worcestershire.
