Litter and fly tipping

Can the police do anything about people dropping litter or fly tipping?

Litter

It is an offence to drop litter but it must be witnessed by a police officer/community support officer or council warden and it is likely that if any course of action is pursued it would be a penalty notice for disorder which means a £50 fine.

Fly tipping

You should gather as much information as possible, including: 

  • the type of rubbish being dumped
  • where it was dumped
  • when it was dumped

Then contact your local authority (normally the Environmental Protection Department). Contact details can be found by clicking on the relevant Offsite Link to the right of the page.

If a very large quantity of rubbish has been dumped please report the matter to the Environment Agency:

If there is a large amount of rubbish being dumped there and then, please contact West Mercia Police by clicking on this link with as much information as possible including;

  • descriptions of the people
  • vehicles involved
  • registration numbers

In such extreme cases police can take action, although they may choose to work with the local authority Environmental Protection Department.
