I write in connection with your request for information which was received on 31st October 2022. Please find below the response to your request:
I believe it is an offence, under S137 of the Highways Act 1980 and a highway authority can prosecute any person who obstructs the free passage of the highway "pavement".
If this Act is not still in force or if it has been amended in any way or does not now apply, could you please indicate that is the case. Also, if this is not the remit of the West Mercia Police to police this area, could you please tell me which authority is responsible for policing it. (Thanks)
If this is still the law and the West Mercia Police is responsible for policing it could you please confirm how many people have been issued with fixed penalty notices for this offence in the Worcester area so far this year (Jan 2022 to 29 Oct 2022)
I understand that it is not illegal for people to park their vehicle on the pavement however when that vehicle takes up nearly the whole width of the pavement and forces pensioners like me or people with pushchairs etc. etc. to have to "walk on the road" then surely it is an offence under the above Act?

There have been no obstruction offences in the Worcester area so far this year (Jan 2022 to 29 Oct 2022)
