I write in connection with your request for information which was received on 18^th April 2023.  Please find below the response to your request:

 

Information regarding temporary labour usage in your organisation, including contractors, temporary workers, and freelancers.

 

Please can you provide me with the following information for the most recent complete fiscal year:

 

• Total number of temporary workers engaged by your organization, broken down by department or function, if possible.
• Total annual expenditure on temporary workers, including a breakdown of costs by department or function, if possible.
• Total number of agency suppliers (Preferred Suppliers/non-Preferred Suppliers) in your organisation’s labour supply chain

 

Details of any existing Managed Service Programme or Provider (MSP) and/or Vendor Management System (VMS) used to manage temporary workers:

 

• Name of the MSP and VMS.
• Date the contract was awarded.
• Date of contract expiration.
• Name of the government procurement framework through which the MSP and VMS were procured.

 

Details of any upcoming retendering or renewal processes related to your MSP and VMS contracts:

 

• Anticipated date for the retendering or renewal process to commence.
• Name and contact information of the person responsible for overseeing the retendering or renewal process.

       West Mercia Police currently engage a total of 209 contractors and external contractors 01/04/2022 -31/03/2023.  These persons are engaged in West Mercia Police’s Business Services Directorate, Commercial Services Directorate, Corporate Services,   

        Crime & Vulnerability Directorate, Local Policing Directorate, Chief Officers Directorate and Enabling Services Directorate.

     

• Total annual expenditure on temporary workers, including a breakdown of costs by department or function, if possible.

       Business Operations - £60 (– Temp Staff).

        Digital Services - £429,013 (£20,538 – Temp Agency Staff, £408,475 – Technical Contractors).

        Change - £3,562,668 (£90,044 - Technical Contractors & £3,472,624 (Capital).

     

• Total number of agency suppliers (Preferred Suppliers/non-Preferred Suppliers) in your organisation’s labour supply chain

         10 agencies provide West Mercia Police with both permanent and temporary staff.

 

Details of any existing Managed Service Programme or Provider (MSP) and/or Vendor Management System (VMS) used to manage temporary workers:

       

• Name of the MSP and VMS.

      West Mercia Police operate a locally managed preferred supplier arrangement to supplement our internal capabilities. Awarded agency details can be found at https://www.find-tender.service.gov.uk/Notice/031442-2022?origin=SearchResults&p=1

 

• Date the contract was awarded.

      22^nd September 2022.

 

• Date of contract expiration.

      21^st September 2025 (subject to annual reviews).

 

• Name of the government procurement framework through which the MSP and VMS were procured.

             Tendered locally under a PCR2015 compliant procedure.

• Anticipated date for the retendering or renewal process to commence.

       First annual review in June 2023.
