Caveat:
The Primary Offence rules states: Where a series of crimes involving the same victim and suspect are reported to the police at the same time, the principal crime to record will be the most serious with all the other crimes added as included classifications.
Prior to May 2023 this rule did not apply to course of conduct offences meaning if multiple offences were reported at the same time where one of the identified offences was Harassment, Stalking, or Coercive & Controlling behaviour a separate offence/investigation was recorded for the course of conduct offence. Since May 2023 if course of conduct offences where reported the same time as other offences, this would be recorded as one offence with the Primary Offence Title as the most serous offence. This change in the primary offence rule does not change the way in which the matter is investigated but may lead to a reduction in the number of offences recorded.
