I write in connection with your request for information which was received on 23rd April 2026. Please find below the response to your request:
Freedom of Information Request - Revenue from Mobile Speed Cameras in Worcestershire (April 2025-April 2026)
I would like to request the following:
- The total revenue generated from mobile speed camera enforcement in Worcestershire between 1 April 2025 and 1 April 2026.
If available, please also provide:
- A breakdown of this revenue by:
Fixed Penalty Notices
Speed Awareness Courses
Any other associated charges or income streams
- Confirmation of which organisation(s) receive this revenue (e.g., West Mercia Police, West Mercia Police and Crime Commissioner, local authorities, or central government).

Your request for information has been considered in accordance with the Freedom of Information Act 2000 (“the Act”), and I am not obliged to provide the information requested.
S.12(1) of the Act states that a public authority is not obliged to comply with a request for information if the authority estimates that the cost of complying with the request would exceed the “appropriate limit”. For police forces in England and Wales, the "appropriate limit" is £450 or 18 hours of work as set by the Freedom of Information (Fees and Appropriate Limit) Regulations 2004.
The information you have requested is not available in a readily retrievable format. This is because there is a national cost recovery model in place for Police Forces managed by UKROED and The National Police Chiefs' Council (NPCC). Police Forces receive a flat fee per attendee (currently £50 per course) to cover the costs associated with processing the offence and to fund road safety measures, additional enforcement, equipment and the operational costs of traffic management/road safety units. The amount of funding returned to cover road safety delivery within Police Forces changed in early 2025 so we would have to go into every course offer in 2025 to ascertain a total figure that was returned as cost recovery. Also, with regard to court files, if there is a successful adjudication the defendant may be ordered to pay court costs to either the police force or CPS. We would have to go into every case file to ascertain a total figure for court costs awarded to West Mercia Police.
Therefore, in order to ascertain whether the information you have requested is held would take in excess of 18 hours as each record would have to be checked individually.

Unfortunately, due to the volume of records that would need to be reviewed I am unable to identify information that could be supplied within the fees limit for this part of your request.
However, in accordance with Section 16 of the Act I have a duty to provide advice and assistance in relation to your request and can provide the information below as this was retrieved during our initial research. This should not be taken as a precedent that additional information would be supplied outside of the time/fees legislation for any subsequent requests.
For offences in Worcestershire captured by mobile speed enforcement where the offence was committed in the time period 1st April 2025 to 1st April 2026, there have been to date (29th April 2026):
33,328 retraining courses attended
20,539 fixed penalties accepted
1,666 offences sent to court.
11,848 offences are still in the system due to a six month timeframe for proceedings.
The fixed penalty is paid to HMCTS.
