I write in connection with your request for information which was received on 7^th April 2026.  Please find below the response to your request:

During the 2025 calendar year, how many temporary fixed position speed cameras were withdrawn from service that were positioned at a site where a temporary speed limit had been introduced because of road maintenance?

(This figure should include all those temporary cameras that were installed and removed during 2025 but also those installed prior to 2025 but subsequently removed during 2025.) For each of the temporary cameras referred to above please state:

1. a) When was it installed?
2. b) When was it removed?
3. c) Where it was positioned?
4. d) What was the original speed limit on the road?
5. e) What was the temporary speed limit being enforced for the cameras?
6. f) In relation to the temporary speed limit (i) what was the total number of violations of the limit that were detected by the system and (ii) and how many notices of intended prosecution were sent to motorists?
7. g) What was the highest speed or highest average speed recorded at this site and (if known) the make and model of the vehicle involved and the penalty imposed?

NOTE: As I am specifically asking about data from cameras that have been removed from service I believe that all exemption concerns relating to possible vandalism or law enforcement should not apply.

West Mercia Police holds the requested information.

There was a temporary 50mph speed limit on the M5 between j4a and 6 to assist with the installation of emergency bays. The HADECS variable speed limit system was inactive during the period in which the temporary 50mph restriction was enforced.

The temporary 50mph speed restriction was enforced (in both directions) from 5^th June 2024

Enforcement ceased on 24^th February 2025.

There were cameras at 2 sites N/B and 2 sites S/B

The motorway is National Speed Limit.

The speed limit was 50mph.

The total number of violations was 22,193

The total number of NIPs issued was 19,283

The highest prosecuted speed was 115mph with a VW Golf. Court file raised and adjudicated with a £660 fine, 6months disqualification, court costs and victim surcharge.
