I write in connection with your request for information which was received on 23^rd February 2026.  Please find below the response to your request:

For the period 1 January 2021 to 31 December 2025 (five calendar years in total), how many in total:

(A) Notices of Prosecution* for speeding offences were issued by the police

(B) Notices of Prosecution* that were cancelled following issuance (for whatever reason)

(C) Offers for driver awareness courses were made as part of the penalty for a Notice of Prosecution*

(D) Conditional fixed penalties paid in regards to Notices of Prosecution*

(E) Cases that were settled in court

*If your force uses different terminology for any of the categories above, please provide the closest equivalent data and indicate the terminology used. Please have regard to the type of notice being contemplated in this information request : defined as type of notices issued by the police (as described at the beginning of this information request) falling within the definition contained in Police powers and procedures: Roads policing, to December 2023 - GOV.UK (ie. section 1.1 ‘Main Findings’ states “.... recorded motoring offences [....]  for speed limit offences….”

To help the police discharge its section 16 FOIA obligations : this question seeks to ascertain how many speeding offences were generated by the camera network (see note below regarding fixed versus mobile camera network sub-groups) during the period in question, and of those that were not cancelled (for whatever reason), how many resulted in driver awareness courses, settlement by way of acceptance of conditional offers of fixed penalties directly with the police, and how many had to be settled in court. Furthermore, logically the totals in the response should add up as follows:

(C) plus (D) plus (E)  =  (A) minus (B)

Please answer (A) to (E) above for two separate groups of equipment : (A) fixed speed cameras; and (B) mobile speed cameras (eg. either handheld or in a mobile van). This means : I would like to know (A) to (E) for the fixed camera network; and I would also like to know (A) to (E) for the mobile camera network

West Mercia Police hold the below information

In answer to the FOI below for the 5 year period 1^st Jan 2021 to 31^st Dec 2025, the following speeding offences have been issued:

1. 641,978 NIPs issued in total
2. 115,458 NIPs cancelled
3. It is difficult to ascertain the number of offers made without checking each offence against the road speed limit. Generally speaking, about 88% of offences are within the threshold to offer a course but offenders may not be eligible to accept the offer if they have attended such a course in the last 3 years, or they have a booking pending for such a course. The total number of drivers who have attended a retraining course is 315,592.
4. 173,103 Drivers accepted the fixed penalty Conditional Offer.
5. 19,875 Drivers were sent to court. We are unable to state what was settled in court.

Due to the 6 months limitation of proceedings, there are cases from 2025 which remain outstanding :
