I write in connection with your request for information which was received on 22nd July 2026. Please find below the response to your request:
On the 28/05/2026 how many Notices of Intended Prosecutions for speeding were issued by West Mercia Police.
Of this number how many were returned and how many have since been issued a Single Justice Procedure Notice.
For the period 1st January 2026 to 21st July 2026 how many Single Justice Procedure Notices have been issued for failing to respond to Notices of Intended Prosecutions. Both as a number and as a percentage please.
Please provide a comprehensive explanation of how you ensure Notices of Intended Prosecutions are delivered to their intended recipient.

On 28th May 2026, there were 1288 Notices issued.
These Notices are issued as camera speed offences captured by fixed cameras or mobile speed camera enforcement.
This is all Notices issued and will include updated Notices as well as first Notices. The first Notice is sent to the registered keeper at the time, and they may respond nominating someone else as driver at the time of the alleged offence which is why an updated Notice is subsequently issued.
How many were returned
At West Mercia we receive online responses and postal responses. As of 22nd July, the number of NIPs that had been responded to (of the 1288 NIPs issued on 28th May 2026), is 1091.
As of 22nd July, there have been 16 SJPs raised for Notices that were issued on 28th May 2026 (as a first NIP or updated NIP)
There have been 756 SJPs raised between 1st Jan 2026 and 21st July 2026, for failing to respond to a speeding offence.
The first NIP is issued in compliance with the legislation i.e. within 14 days of the offence date, to the registered keeper as recorded at DVLA at the time of the offence. It is the registered keeper’s responsibility to ensure the details are correct. Subsequent updated NIPs are issued according to the details provided by the nominator. The national software that is used has an in-built address search and is further checked for Royal Mail address compliance.
