Misconduct hearing outcome
Officer concerned: Former PC 1921 GARLAND

Summary
Between the 7/9/21 and 24/9/21 pursued a course of conduct towards a vulnerable female by sending multiple text messages and images of a sexual and explicit nature.
On 7/3/22 he was dishonest and obstructive when asked to produce his personal mobile phone, he denied being in possession of the device when he knew this was wholly untrue and was in possession of the phone.
Decision
The disciplinary finding imposed was that Garland would have been dismissed if he had not ceased to be a member of West Mercia Police Force. As a consequence of this finding his name will be included on the Barred list held by College of Policing.
