Misconduct Hearing Outcome
Officer's concerned: Harjit Singh, Caroline Hewitt & Former Officer Sam Mitchell

Summary
It was alleged that:
On 4th July 2022 at 02:14hrs, (former) PC Mitchell had activated a speed camera on the A451 Minster Road, Stourport driving at 35mph when the speed limit was 30mph, while driving a marked police vehicle.
A Notice of Intended Prosecution (NIP) was issued.
On 18th August 2022, PC Mitchell submitted the NIP with an exemptions request which was fabricated to avoid receiving the speeding ticket, using information obtained from an Automatic Number Plate Recognition search conducted by PC Hewitt and linking the exemption to a closed domestic incident.
It was alleged that the NIP and exemption request have been signed by both PC Mitchell and PS Singh, knowing the information contained within was untrue.
Decision
As a result of this Misconduct Hearing the following was found with effect from the 10/04/2025:
PC Hewitt - the Panel found the alleged misconduct not proven. No further action.
PS Singh - the Panel found misconduct and concluded that the appropriate outcome is Dismissal without Notice.
Former Officer Mitchell - the Panel found misconduct and determined that had former PC Mitchell remained in service, he would have been dismissed without notice.
As a consequence of these outcomes PS Singh and Former Officer Mitchell will be placed on the College of Policing Barred List.
