Community protection warnings issued to Fish Hill biker photographers

Officers from Evesham Safer Neighbourhood Team (SNT) have issued Community Protection Notice Warnings (CPNWs) to three photographers taking pictures of motorcyclists on the A44 at Fish Hill in Broadway.

It is hoped the warnings will discourage those thinking of advertising their presence at the location, which is in turn encouraging scores of extra bikers to ride through to get ‘action shots’ of themselves.

The three individuals are being warned they “must not attend the area of Fish Hill and position themselves on road verges with the express purpose of taking pictures of vehicles travelling on Fish Hill, Broadway” for 12 months.

CPNWs are a letter highlighting a concern around an issue such as anti-social behaviour (ASB). If the behaviour continues it can lead to a Community Protection Notice (CPN) which is more prescriptive and, if breached, can lead to arrest.

The photographers’ actions are deemed to be increasing noise pollution in the Broadway area causing anti-social behaviour and a distraction to road users, which is a community concern.

Safer Neighbourhood Inspector for Wychavon Dave Wise said: “We are taking action to clamp down on these photographers whose presence is in turn encouraging a large number of bikers to turn up at Fish Hill, especially on sunny days.

“They are advertising their attendance on local social media pages, stating they will be there to take pictures of the bikers racing up the hill.

“The issue is not only some riders exceeding many traffic laws by the way they ride, such as excess speed, overtaking dangerously and pulling wheelies, but some are even removing their registration plates to avoid detection.

“These adverts can attract hundreds of bikers to Fish Hill in just one day.

“The speeds are a danger to the riders and the public, and the associated noise heard throughout the village with the sound of racing bikes can make it unbearable for local residents.

“We hope these CPNWs will be a first step in deterring the photographers from advertising their presence at the location which in turn will reduce the number of bikers.”

  • From Jan 2020 to end of April 2025, there have been 13 collisions on Fish Hill which includes eight serious and five slight injuries recorded by West Mercia Police.
